This is not possible until this two condition is met.

1. Superior will overcome their pride of their superiority.
2. Inferior will overcome the shame of their inferiority.

Both are shortcomings to overcome. But It’s always much more easy to do the exact opposite. And meeting this two combination on a international level is next to impossible.
